Abstract:
The Commission is submitting this revised information collection to the Office of Management and Budget (OMB) to update the estimates of existing burdens that were included in the August 2020 Paperwork Reduction Act (PRA) submission to the Office of Management and Budget (OMB). This collection also includes the most recent versions of two information collection forms. (1) The “TRS Fund State TRS Administrator Form” collects intrastate rate and minutes of use data from state TRS administrators; and (2) The “TRS Fund Provider Form” collects (i) intrastate rate and minutes of use data from state TRS providers, and (ii) cost and demand data from Internet-based TRS providers. Section 225 of the Communications Act of 1934, as amended, requires that: (1) the Commission ensures that TRS is available, to the extent possible and in the most efficient manner, to persons with hearing or speech disabilities in the United States; (2) the Commission promulgates regulations governing the provision of TRS by common carriers offering telephone voice transmission service; and (3) TRS offers persons with hearing and speech disabilities telephone transmission services that are “functionally equivalent” to voice telephone services. The Commission is submitting this non-substantive change request to the Office of Management and Budget for review and approval.
