Abstract: The Textile Fiber Products Identification Act prohibits the misbranding and false advertising of textile fiber products. The Textile Rules establish disclosure requirements that assist consumers in making informed purchasing decisions, and recordkeeping requirements that assist the Commission in enforcing the Rules. The Rules also contain a petition procedure for requesting the establishment of generic names for textile fibers.

Short Statement: This is a request for approval of a three-year extension of an existing clearance. The Textile Act Rules and Regulations, 16 CFR part 303 (“Textile Rules” or “Rules”), which implement the Textile Fiber Products Identification Act, 15 U.S.C. 70 et seq. (“Textile Act” or “Act”), protect producers and consumers against misbranding and false advertising of textile fiber products. Among other requirements, the Textile Rules set forth certain disclosure and recordkeeping requirements. There is no change in the information collection. Due to an increase in the number of textile fiber products that are produced in or imported into the United States annually (20.8 billion textile fiber products in 2021 and 24.4 billion textile fiber products in 2024), there is an increase in the total estimated annual hours of burden (37,234,317 hours in 2021, and 43,234,317 hours in 2024). Additionally, as a result of the increase in the total estimated annual hours of burden and a slight increase in hourly mean wage rates, there is an increase in the estimates annual labor costs ($243,170,994 in 2021 and $329,576,903.84 in 2024).
