Short Statement: The estimated annual time burden increased from 14,979 hours to 17,511 hours and the estimated annual cost burden increased from $49,833 to $54,817 as a result of an increase in the number of respondents that have registered with the Commission as compared to the estimated number of respondents that were expected to register at the time of the rule adoption.
