Short Statement: OSHA is proposing to publish a new safety and health standard, titled Emergency Response, to replace the existing Fire Brigades standard, 29 CFR 1910.156. The new standard would address a broader scope of emergency responders and would include programmatic elements to protect emergency responders from a variety of occupational hazards. This is a revision to the existing data collection currently approved by OMB under OMB Control Number 1218-0075. This proposal would change the title of § 1910.156 from Fire Brigades to Emergency Response as well as impose new requirements for emergency response employers that are subject to review by OMB. Therefore, the agency would be requesting a program change increase of 3,893,906 hours as result of going from 2,767 to 3,896,673 burden hours. In addition, under the proposal, the agency would be requesting an estimated capital cost to the employer for $104,682,854. The proposed cost to the employer would be the cost of medical surveillance for the minimum medical exams, additional heart screening exams, and the ESO additional medical exams for responders exposed to combustible products.
