Abstract:
This information collection request is for a survey, which asks operators of Uncrewed Aircraft Systems (UAS) to complete a questionnaire (the instrument) on their flight behavior, fleet characteristics, industries in which they operate, and other related activity related to FAA. The survey samples all registrants in the FAA's part 107 registry (commercial/public safety), section 44809 registry (recreational), and UAS operators in section 44103 registry (44807 exemption holders). The information will be used to forecast UAS activity in the National Air Space (NAS).

Short Statement:
We intend to make several changes, which include: 1. Expanding the survey frame to include 44807 exemption holders through the section 44103 registry. The addition of the new survey frame will ensure an immerging sector of unmanned aviation is correctly sampled. 2. Including additional strata to the stratified sample. This additional strata will include all operators with more than 10 aircraft registered in the unmanned aircraft registries. Given the Pareto distributed unmanned aircraft operations (the majority of operators own few aircraft and operating the minority of flight while a small minority of operators own many aircraft and conduct the majority of flights), the addition of this stratum is to ensure that the majority of operations are captured in the sample. 3. Increase sampling in counties that are geographically large. Since some counties in western states are larger and more populous than counties in eastern states, the effective sampling for a cluster of eastern counties with populations and land areas equal to the western county is significantly larger than 30 per cell. As such, the large and populous western county is effectively under sampled. We added additional procedures to increase sampling of these types of counties.
