Abstract: Railroad companies and FRA use this information to evaluate the qualifications and fitness of individuals to be certified as locomotive engineers, remote control operators, and train service engineers. The collection of information is used by FRA to ensure that railroads employ and properly train qualified individuals as locomotive engineers and designated supervisors of locomotive engineers. This information collection is mandatory, submitted as needed, and there is a requirement for recordkeeping and reporting.

Short Statement: Currently, the OMB inventory for this collection of information shows a total burden of 23,964 hours and 224,566 responses. On December 26, 2023, FRA published a 60-day Federal Register notice that reflected 23,969 total burden hours and 224,652 responses. See 88 FR 89017. However, after further evaluation of the ICR, FRA has determined that some of the previous estimates were already included under other sections. Moreover, FRA has identified and removed other estimates that are not PRA requirements. The table below provides specific information on the review of any estimates that were changed. Specifically, FRA identified that §240.119(e)(3)(iii) does not identify any additional paperwork burden and only specifies the potential length of ineligibility when a person has been had their certification revoked. FRA removed the following sections as they were being counted twice. §240.111 – the written responses for this requirement are already included under §240.219, §240.119(e)(3)(ii) – these notifications are already included under 240.119(c), §240.121 – medical examiner reports are already included under §240.207 – medical certificates, §240.101 – material modifications are already included under 240.103(h), and §240.205 data to EAP counselor is already included under §240.115 – prior safety data criteria. This submission now accurately reflects the adjustments made by FRA to show burden 23,851 hours and 224,023 responses. Overall, these adjustments reduced the burden by 113 hours.
