Abstract:
Executive Order 12862 directs Federal agencies to provide service to the public that matches or exceeds the best service available in the private sector. In order to work continuously to ensure that our programs are effective and meet our customers' needs, the U.S. International Trade Commission seeks to obtain OMB approval of a generic clearance to collect qualitative feedback on our service delivery. For further background see OMB Memorandum M-11-26 (June 15, 2011).

In the most recent 3-year period for this generic clearance, the Commission experienced an increase in responses but that is at least in part due to focus on using shorter and more accessible surveys for feedback. As such, while responses and hours reflect an increase, hours per response are decreasing. Cost burden estimates use FY 2022 average hourly rate for salaries plus benefits for Commission staff and reflect an increase over the prior average hourly rate used.
