Abstract:
Persons licensed to possess specified quantities of nuclear material currently report inventory and transaction of material to the Nuclear Materials Management and Safeguards System via the DOE/NRC Forms: DOE/ NRC Form 740M, Concise Note; DOE/ NRC Form 741, Nuclear Material Transaction Report; DOE/NRC Form 742, Material Balance Report; and DOE/ NRC Form 742C, Physical Inventory Listing. These forms provide data that is required under domestic and international safeguards regulations. This collection is being renewed to allow the U.S. to continue fulfilling its responsibilities as a participant in the U.S.-IAEA Safeguards Agreements and to satisfy various bilateral agreements for nuclear cooperation with other countries, and its domestic safeguards responsibilities.

Short Statement:
The estimated burden for the NRC Form 741 has increased by 21,057 hours, i.e., from 13,982 hours to 35,039 hours. These increases are due to licensees engaging in more frequent nuclear material transactions and inventory changes, such as: importing and exporting source and special nuclear material; domestically transferring foreign obligated source and/or special nuclear material; and/or reporting on-site adjustments to nuclear material in inventory. The cost per hour has increased from $278 to $290, based on an increase in the NRC’s fee rate.

Description/Changes for Common Form Usage:
U.S. Nuclear Regulatory Commission (NRC) regulations require licensees who ship, receive, or adjust their physical inventory of source or special nuclear material (SNM) to document and report such activities. The reports are submitted by using U.S. Department of Energy (DOE)/NRC Form 741, "Nuclear Material Transaction Report." Licensees may need to provide additional information on some imports or exports of source or SNM. The additional information is reported using DOE/NRC Form 740M, "Concise Note." In addition to collecting nuclear material transaction information for domestic safeguards use, the NRC is required to make the information available to the International Atomic Energy Agency (IAEA). DOE/NRC Form 741 is used to document inventory changes for special nuclear material and source material in the Nuclear Materials Management and Safeguards System (NMMSS). The licensees who are primarily affected are any facilities that possess or are licensed to possess source and special nuclear materials within the U.S. The NRC provides the form and instructions to all affected licensees, who must submit reports electronically. Licensees submit reports on a continuing basis when specified events occur, such as the receipt, transfer, or inventory adjustment of licensed material. The instructions for completing DOE/NRC Form 741 are in NUREG/BR-0006, Revision 9 “Instructions for Completing Nuclear Material Transaction Reports (DOE/NRC Form 741).”
