Abstract:
The National Marine Fisheries Service (NMFS), Alaska Regional Office (AKR), requests extension and revision of this currently approved information collection that contains requirements for the North Pacific Observer Program. Under the Observer Program, observers and electronic monitoring systems collect information necessary for the conservation and management of the Bering Sea and Aleutian Islands and Gulf of Alaska groundfish and halibut fisheries. This information collection is revised due to the proposed rule to implement electronic monitoring (EM) for pelagic trawl catcher vessels and tender vessels delivering pollock to shoreside processors or stationary floating processors in the Bering Sea, Aleutian Islands, and Gulf of Alaska (RIN 0648-BM40). This action is intended to improve salmon accounting, reduce monitoring costs, and improve the quality of monitoring data. Due to the rule, this collection is revised to add requirements for vessels in the trawl EM category, four new collection instruments, and increase submission methods for observer provider requirements. Additionally, the name of the collection instrument “Request to be placed in or removed from the electronic monitoring selection pool” is changed from “Request to be placed in or removed from electronic monitoring” because it would also include the trawl EM category. This proposed rule would also affect information collection requirements approved under OMB Control Numbers -0213, -0330, -0515, and -0711. NMFS is submitting separate requests to revise these collections. Additionally, OMB Control Number 0648-0815 is being merged into this collection and will be discontinued upon issuance of the final rule.

Adjustments were made based on the most recent data. Pre-cruise notifications was adjusted due to the merge of ICR 0648-0815 into this collection. Program Change due to the increased number of respondents and new requirements pursuant to the proposed rule. All burden information was reviewed to ensure burden is properly reflected as a Program Change or Adjustment.
