Abstract:
This is a request for revision and extension of a current information collection. This revision removes language related to sending in a check/money order for payment of a duplicate permit using the Instructions for the Application for Duplicate Federal Fishery Permits, Operator Card, or Decal form. The Gulf of Mexico Fishery Management Council has finalized a Framework Action to convert the remaining four (4) Historical Captain for hire permits into Standard Federal Charter/Headboat permits. This revision removes the request for Historical Captain information in Section 10 of the Federal Permit Application for Vessels Fishing in the Exclusive Economic Zone (Vessel EEZ Application). This revision clarifies and simplifies the demographic question and combines the race and Hispanic, Latino, and Spanish question into one race and ethnicity question on all applications except the Report for the Deposit or Harvest of Aquacultured Live Rock (Aquaculture Live Rock Deposit or Harvest), Change of Information Form for Federal Fishing Permits (Change of Information), and Federal Application to Consolidate Gulf of Mexico Reef Fish Permits (Reef Fish Consolidation) where these questions are not asked on the form. The information collections in 0648-0205 consist of applications for permits that are a mandatory part of the National Marine Fisheries Service (NMFS) program in the Southeast Regional Office (SERO) to manage commercial, recreational, and aquaculture fisheries in the Gulf of Mexico (Gulf), Atlantic, and U.S. Caribbean. In addition, this collection also contains fisheries’ reporting, notification, and registration forms and requirements. The fisheries in the southeast region are managed under the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act) (16 U.S.C. 1801 et seq.), and regulations at 50 CFR parts 300, 622, and 635. NMFS issues permits to fishing vessels, vessel operators, and dealers, among others, to collect information necessary to comply with domestic and international fisheries obligations, secure compliance with regulations, and disseminate necessary information.

Short Statement:
There is an increase in the number of respondents for the Application for Operator Card. This increase is based on the data from the previous three-year period. The previous number of respondents was 74, and the current number of respondents is 126. This results in an adjustment of 52 additional respondents and responses, 26 additional burden hours, and $2,652 in miscellaneous costs. The Application to fish in Colombian Treaty Waters and Application to Consolidate Gulf of Mexico Reef Fish Permits were updated in ROCIS to reflect 0 responses in order to coincide with the Supporting Statement. This is a decrease of 2 responses and 2 burden hours. These collections must remain under this control due to regulatory reporting requirements.
