Abstract:
"This supporting statement is for an Information Collection Request (ICR) Renewal for the Clean School Bus (CSB) Rebates Program. The CSB Rebates Program currently collects information under an existing ICR; namely the Diesel Emissions Reduction Act (DERA) and Clean School Bus (CSB) Rebate Program ICR No. 2060-0686. The Environmental Protection Agency currently uses ICR No. 2060-0686 to collect information for the CSB Program, but the Agency now needs additional information to ensure successful administration and management of the Clean School Bus Program. This ICR is requesting information collection of all components found in ICR 2461.04 and 2461.05 EPA uses approved procedures and forms to collect necessary information to operate a rebate program and has been providing rebates under CSB since 2022. EPA is preparing to launch the 2023 CSB Rebate Application for new potential applicants, as well as launch the 2022 CSB Rebate Close-out Form for existing program participants. EPA is requesting an emergency ICR for additional data to be collected on the 2023 Application and 2022 Close-out Form; these additional data are needed to operate the rebate program as authorized by Congress under the CSB statute. Additionally, new data fields in the Application and Close-out Form are needed for EPA to verify that rebate recipients use the program funds consistent with program requirements"

Short Statement:
This ICR consolidates and requests an extension of burden and activities approved under OMB control numbers 2060-0750 (EPA ID # 2780.01) and this control number, 2060-0686 (with the last submission being EPA ID # 2461.05). To demonstrate that the transfer of collection activities currently cleared under the 2060-0750 emergency ICR, its full 7,396 in burden hours has been transferred to this collection (2060-0686) as program change before being updated through adjustments. Once the current request has been approved, EPA will discontinue 2060-0750. EPA is also reorganizing the IC structure under 2060-0686 to better align the ICR with the current nature of the Agency's information collection activities. When the EPA initiated work under the Clean School Bus program, PRA clearance was originally requested through a new, program-specific IC added to the collection's existing ICs covering different sectors of respondents under the Diesel Emissions Reduction Act (DERA) program. Because the Agency is no longer soliciting DERA Rebates, it is replacing the three DERA ICs and one additional Clean School Bus program IC with two new ICs -- one for private sector parties and another for state, local and tribal government entities (including schools) -- in order to coherently and comprehensively address EPA's needs. The current ICR requests clearance for 19,763 hours of average annual burden -- a reduction of 4,921 burden hours from the combined approved burden of 24,684 hours under ICRs 2461.05 and 2780.01. These changes are due primarily to decreases in the respondent count for the Payment Request Form and Close Out Form. Those reductions are offset by increases in EPA's estimates for respondents' time burden for the completion of forms. Additionally, changes in technical labor requirements and BLS wage listings have increased the total cost of burden.
