Short Statement: This is a revision of a currently approved collection. The name of this collection is being changed from COVID19 HUD Contingency Plan for HUD Multifamily Rental Project Closing Documents to Electronic Closing and Continued First Lien Priority Certificates for FHA-Insured Commercial Mortgage Transactions. This current request involves two new closing forms (Lender’s Electronic Closing Certificate and Borrower’s Electronic Closing Certificate) on all closing types to allow for the use of electronic signatures and closing packages. The two new closing forms, which reflect 1.05 hours burden hours each and 2.1 burden hours in total, will replace Form HUD-5989. Form HUD-5989, which reflects 2.0 burden hours, will be discontinued under a separate collection by the Office of MF Production. Additionally, there will be an increase of .5 hours to account for the signature on the Lender’s Certification of Continued First Lien Priority.
