Abstract:
Section 713 of the Communications Act of 1934, as amended (the Act), 47 U.S.C. § 613, which was added pursuant to section 305 of the Telecommunications Act of 1996, requires the Commission to prescribe rules and implementation schedules for closed captioning of televised video programming. In enacting section 713, Congress generally required that video programming be closed captioned, regardless of distribution technology, to ensure access to persons who are deaf and hard of hearing. The purpose of this submission is to seek Office of Management and Budget (OMB) approval for a three-year extension to the currently approved information collections under Control No. 3060-0761, which relates to the closed captioning on television rules (found in 47 CFR § 79.1).

Short Statement:
The Commission has re-evaluated the existing burdens associated with this information collection since the last time this information collection was reviewed and approved by OMB. In this submission, the Commission has annualized the existing information collection requirement for video programmers to provide contact information to the FCC. Therefore, the Commission makes the following adjustments: (a) the Commission’s estimate for the total number of respondents has increased by +3,789, from 64,218 to 68,007 annual number of respondents; (b) the Commission’s estimate for the total number of responses has decreased by -10,560, from 521,074 to 510,514 annual number of responses; and (c) the Commission’s estimate for the total number of hours has increased by +39,292, from 727,143 to 766,435 annual number of hours; and (d) the Commission’s estimate or the total annual cost has increased by +$973,728.00, from $34,350,444.00 to $35,324,172.00. There are no program changes.
