Abstract:
The Afghan Special Immigrant Visa (SIV) program is intended for Afghan nationals who were employed by or on the behalf of the U.S. government (such as an employee of a contract awarded by the USG) for a period of at least one year and is managed by the Department of State’s Bureau of Consular Affairs. The State Department directed USAID to help facilitate the Chief of Mission (COM) approval step of this process by providing employment information for eligible former employees of USAID contractors in Afghanistan to help reduce their backlog. Among other considerations, COM approval requires confirmation of the Afghan applicant’s qualifying employment by or on behalf of the U.S. government (such as an employee of a contract awarded by the USG) and demonstration of faithful and valuable service in Afghanistan. USAID’s collection will assist State with expediting the pre-COM approval process in light of the dire circumstances many former U.S.-associated individuals face in Afghanistan under the current Taliban regime.
Emergency Justfication:
USAID is requesting emergency OMB approval of this information collection in accordance with 5 C.F.R. § 1320.13(a)(2)(i). USAID needs to conduct this information collection to expedite the COM approval process for Afghan Special Immigrant Visas (SIV) applications. State is dealing with a considerable backlog of applications, significantly delaying the time to resettle eligible Afghan allies. Given the dire circumstances many U.S.-associated Afghan nationals face in Afghanistan under the current Taliban regime, USAID cannot reasonably comply with normal clearance procedures because it is reasonably likely to result in harm or death to our Afghan allies.
