Abstract:
A Congressional statute requires the Commission to publish a biennial statistical report on cable industry prices on the average prices for basic service and other programming services, comparing the prices of cable operators subject to effective competition with prices of operators not subject to effective competition. The price survey is intended to collect data needed to prepare this report.

Short Statement:
The Commission is reporting the following program changes which did not result in any increases or decreases in the burdens to this collection: Reporting of ownership of the system on 1/1/20YY (current year of the survey) Form 333 will ask all respondents to answer a new yes/no question to verify that they owned the system on January 1 of the current year. In the past, operators who had a Community Unit Identifier (CUID) in our Cable Operations and Licensing System (COALS), but didn’t offer cable services on the date of our sample, had no easy way to communicate this to us. We do send emails at the start of the survey to operators that are selected, so generally they would respond that they do not have relevant data for this survey. Sometimes, follow-up with operators would identify that the operator didn’t have the data. Operators sometimes get a CUID in anticipation of offering new services, but they were not in business in that community on January 1. Some operators do not update the COALS in real time, so they may go out of business in that community. If a change isn’t made in the COALS data, we are unaware of that when we draw our survey from the COALS database. Reporting of service number of broadcast stations We are eliminating two questions in Section A. Form 333 no longer asks for the number of subscribers for each service tier. We find these questions can be calculated from answers to previous questions in the survey so that is why they are being removed. Also, the Commission is reporting adjustments to this information collection due to an increase in the survey size given changes in the cable industry. There is an increase in the total number of respondents from 70 to 132 respondents, there is an increase in survey responses from 524 to 722 responses per survey and an increase in the total number of annual burden hours from 1,834 to 2,527 hours, which are due to increasing the survey sample size.
