Abstract: To satisfy any current and past-due support payments by an obligor, state child support enforcement agencies are statutorily required to attach and seize an obligor’s assets that are held in financial institutions. State child support enforcement agencies are required to enter into data matching agreements with financial institutions doing business in their state to locate obligors’ accounts. State child support enforcement agencies use information from the data match to help enforce the support obligation. The Office of Child Support Services (OCSS) operates the multistate financial institution data match program through the OCSS’s Federal Parent Locator Service (FPLS). OCSS operates Federally Assisted State Transmitted (FAST) Levy. FAST Levy is a secure and automated method of collecting and disseminating electronic levy notices between state child support enforcement agencies and financial institutions. FAST Levy helps child support agencies secure financial assets more quickly and efficiently. OMB approved the MSFIDM/FAST Levy information collection on January 19, 2024, for three years. OCSS strives to automate and simplify participation in its various programs to the extent it is possible and proposes to replace the currently approved paper version of the MSFIDM Election Form with an online form. To do so, OCSS made minor edits to the instructions to remove and revise detail about completing and submitting the form. These revisions do not impact the burden. OCSS requests OMB approval of these minor revisions as a non-substantive change.

Short Statement: The MSFIDM/FAST Levy instruments underwent minor edits to replace the “Office of Child Support enforcement (OCSE)” with the “Office of Child Support Services (OCSS).” This adjustment constitutes a program change but does not impact the burden. The average number of annual MSFIDM respondents who submitted Election Forms to update transmitter or contact information changed from 15 to 13 since the previous approval. The slight adjustment resulting in a decrease of one hour to the burden for submitting an Election Form; however, it did not impact the total burden hours.
