Abstract: The National Highway Traffic Safety Administration (NHTSA) is seeking approval of this new information collection request (ICR) to allow NHTSA to collect information from the first responder community about potential safety-related defects in motor vehicles or items of motor vehicle equipment. The purpose of this collection is to provide first responders a direct and expeditious avenue to report deaths, injuries, crashes, or other incidents that they believe may have resulted from safety-related defects to NHTSA’s Office of Defects Investigation (ODI). This collection would be separate from the Vehicle Owner Questionnaire (VOQ) process that currently exists. This proposed First Responder Incident Advanced Reporting (FRIAR) program would be completely voluntary and would simply provide a mechanism for a first responder to provide information directly to NHTSA if they believe that an injury or death occurred due to an alleged or suspected defect. This collection is a short report that may be submitted either electronically through NHTSA’s website or by contacting NHTSA’s Vehicle Safety Hotline. The collection asks for the first responder’s name and contact information and information about the incident that they believe may have resulted from a vehicle or item of motor vehicle equipment having a safety-related defect. FRIAR responses will be collected on a rolling, continuous basis as incidents occur. After receiving this information, NHTSA will review it and may follow up with the first responder to collect additional information that may help NHTSA in identifying issues warranting further investigation. Responding to these follow-up questions would be completely voluntary. The data collected from the FRIAR Program is expected to help NHTSA’s Office of Defects Investigation (ODI) more efficiently identify urgent and dangerous safety related matters that warrant further investigation.
