Terms of Clearance: The agency is referred to correspondence from OMB on 5/14/2024 and 4/17/2024 detailing appropriate steps for remediation and resubmission. Previous terms of clearance remain in effect: No later than six months after approval of this information collection, the agency will conduct a non-substantive change to address the following: (1) The agency will include, as an instrument, screenshots (uploaded in PDF format) demonstrating how a respondent completes forms HUD-52723 and HUD-52722 through the Operating Fund Web Portal. (2) The agency will add a supplemental document (preferably an excel matrix) where it provides detailed explanations for each line of information collected in both the HUD-52723 and HUD-52722, explaining for each line the programmatic and/or regulatory purpose behind the information that is being collected and a plain language explanation for how the information gathered through that line impacts adjudication of the form. (3) The agency will update Question Prompt 2 of the Supporting Statement A to inform readers about the supplemental document.

Abstract: Public Housing Agencies (PHAs) use this information in budget submissions which are reviewed and approved by HUD field offices as the basis for obligating operating subsidies. This information is necessary to calculate the eligibility for operating subsidies under the Operating Fund Program regulation. The Operating Fund Program is designed to provide the amount of operating subsidy that would be needed for well-managed PHAs. PHAs will submit the information electronically with the forms.
