Terms of Clearance:
The agency is referred to correspondence from OMB on 6/17/2024 and 7/15/2024 for guidance on remediating the deficiencies in this submission. Prior to resubmitting, the agency must: (1) modify its burden estimate upwards in response to feedback from public comments and consistent with previous correspondence; (2) ensure that the final burden table in ROCIS accurately matches the final burden table in the SS-A; (3) Revise the Supporting Statement A to address the necessary changes provided in passback on 6/17 (Including modifying certain responses to comments consistent with the agreed-upon revisions); (4) Ensure all public comments are uploaded in .docx format; and (5) Upload any outstanding comments, including one public comment on the 30-day notice which it has previously not shared (the public comments response document should also be updated to include a response to this new comment). In addition, no later than nine months after conclusion of this information collection request, the agency will conduct a non-substantive change where it provides a full, substantive response to the MTW Collaborative and other public commenters who raised questions regarding the burden of Items 6 and 7. It will also provide, in a timely manner, all commenters who raised this concern a copy of the response it uploads to OMB.

Abstract:
MTW is a long term demonstration program authorized in 1996 and recently expanded in 2016, which permits select PHAs to implement certain programmatic flexibilities to address local needs. PHAs submit application materials to HUD requesting authorization and describing their plans to implement MTW flexibilities. All PHAs are required to submit annual plans to HUD, however, PHAs with a Moving to Work demonstration designation, (39 at the time of submission of this request) must submit an Annual MTW Plan and Annual MTW Report in lieu of the standard 5-year plan and annual update. In 2013, revisions were made to this 50900 form to streamline the process of Agencies submitting required Annual Plan and Report Data to HUD so that the Department is able to better respond to Congressional and other inquiries regarding outcome measures obtained and promising practices learned throughout the duration of the demonstration. This 2017 revision of the Form makes a variety of minor refinements to improve clarity and usability, based on the experiences of HUD and PHAs with the form over the last 3 years.
