Short Statement: As this is a relatively new program – implemented in Fiscal Year 2020, previous estimates were based on expected participation and little practical experience. The programs incorporated into the OneRD guarantee program have generally increased their application numbers and two programs, B&I and REAP had significant increases in funding levels which has allowed them to increase the number of awards. The estimated increase is due to the annual cost burden being updated to better represent what actually occurs with the Program. Inflationary pressures on wages also contributed to the increase. Additionally, since the inception of the program changes were made to forms, forms were added and some required items that were not previously included we added to this package.
