Abstract: This is a revision of the currently approved collection in support of a final rule, Child Nutrition Programs: Meal Patterns Consistent with the 2020-2025 Dietary Guidelines for Americans. The revisions are to the following provisions within the School Breakfast Program: Buy American, substituting vegetables for grains in Tribal communities, and menu planning options, all recordkeeping requirements. The School Breakfast Program is administered at the State, School Food Authority, and school site levels and the operations include the submission and approval of applications, execution of agreements, maintenance of records, and compliance with 7 CFR Part 220.

Short Statement: This collection is currently approved with 105,700 respondents, 33,102,536 responses, 3,736,676 burden hours, and no annualized costs. FNS is publishing a final rule, Child Nutrition Programs: Meal Patterns Consistent with the 2020-2025 Dietary Guidelines for Americans (RIN 0584-AE88) which is adding new recordkeeping requirements for the Buy American provision, menu planning option in Tribal Communities, and menu development due to updated nutrition requirements. The final rule has also created start-up and maintenance costs for extra supplies, funding to implement the updated meal patterns, and costs for updating websites, materials, menus, and recipes, but these costs are covered under OMB Control 0584-0006 (since there is an overlap between the two programs). FNS estimates that the final rule will increase the burden for this collection by 359,742 responses and 299,832 hours due to a program change. Once the final rule provisions are incorporated into the collection, FNS estimates that the collection will have 105,700 respondents, 33,462,278 responses, and 4,036,508 burden hours.
