Abstract:
This is a request for a new collection to cover the existing information collection requirements, currently approved under OMB Control Number 0584-0026, which are being impacted by the proposed rule, Child Nutrition Programs: Community Eligibility Provision – Increasing Options for Schools. The proposed rule is changing requirements related to electing the Community Eligibility Provision and the household income application process. FNS plans to merge this collection into OMB Control Number 0584-0026 at a later date.

This is a new information collection request in conjunction with the proposed rule, Child Nutrition Programs: Community Eligibility Provision - Increasing Options for Schools (RIN 0584-AE93). FNS estimates that this new collection will have 3,485,189 respondents, 12,171,267 responses, and 626,375 burden hours. Although FNS is requesting a new information collection, the information requirements that are being impacted by this rule are actually covered under an existing information collection, OMB Control Number 0584-0026 7 CFR Part 245 - Determining Eligibility for Free and Reduced Price Meals and Free Milk in Schools. After OMB clears the ICR associated with the final rule, FNS will merge this new collection into OMB Control Number 0584-0026. This proposed rule intends to lower the minimum identified student percentage participation threshold from 40 to 25 percent, which FNS estimates will reduce the respondents, responses, and burden hours for OMB Control Number 0584-0026 by 77,947 respondents, 286,179 responses, and 13,385 burden hours. After the merge, FNS estimates that OMB Control Number 0584-0026 will have 3,493,365 respondents, 12,272,761 responses, and 647,415 burden hours.
