Short Statement: The reasons for the change in burden are the use of the latest labor rates for calendar year 2024 and a decrease in the overhead rates throughout the supporting statement to match the fringe benefit rate from OMB Memo M-08-13, which is lower than the rate previously included. Current data from fiscal years 2021 through 2023 available in the Electronic Data Access system was also used.
