Abstract:
Payment Error Rate Measurement (PERM) is established to comply with Improper Payment Information Act (IPIA) of 2002. The program measures improper payments in both Medicaid and State Children's Health Insurance Program (SCHIP). Each PERM cycle will measure payment errors in 17 randomly selected states, so that each state will be measured once every three years. PERM measure three components in each program: fee-for-service, managed care, and eligibility. The payment error in the three components will be combined to calculate an annual payment error rate in Medicaid and CHIP.

Short Statement:
This is a revision of a current approved collection with minor adjusted information in the federal contracting costs, as well as, state burden estimates to reflect current practices in meeting PERM requirements, consisting of increased labor cost estimates. Hour estimates for state participation has not changed. Includes additional burden estimate for inclusion of Puerto Rico of 1,650 hours. The total maximum annual burden hours have increased from 28,050 to 29,700 which equates to the 1,650 hours anticipated for Puerto Rico inclusion. The maximum cost has increased from $1,009,520 to $1,910,304 which equates to $900,784 ($106,128 due to inclusion of Puerto Rico and $794,657 due to adjusted labor rate utilized).
