Short Statement: The burden hours and costs have changed from the ICR that was approved in 2021. This is due to several factors: 1) an increase in the number of potential respondents, 2) an increase in wage rates, and 3) a change in the number of anticipated annual surveys from 16 to 8 but with all potential respondents being contacted each time (in the 2021 ICR, each respondent would only be contacted up to 4 times) and a lower response rate (60% to 15%). The 2024 revision assumed that each respondent in the groups will be contacted each time, and those respondents who do not find the survey relevant will have the opportunity to immediately opt out (estimated 1 minute burden).
