After the initial approval of this information collection APHIS will move the HPAI in dairy cattle burden for VS Forms 10-4 and 10-4A to 0579-0090 at its renewal. 0579-0090 will become the sole approved collection for all specimen submission. VS Forms 1-27 and 1-27A will be transferred to a new collection that will encompass all VS permitting burden.

Abstract:
Collection of data associated with this testing, surveillance, monitoring herd status, reporting, and epidemiological investigation/animal movement tracing to verify compliance with the Federal Order’s requirements for moving dairy cattle within the United States and limit the spread of HPAI (Influenza A virus)
Emergency Justfication:
Highly pathogenic avian influenza (HPAI) is a contagious viral disease of domestic poultry and wild birds. HPAI is deadly to domestic poultry and can wipe out entire flocks within a matter of days. HPAI H5N1 has now been detected in dairy cattle. The disease is a threat to the poultry and dairy industries, animal health, human health, trade, and the United States and worldwide economy.

Emergency ICR for collecting information related to recording and stemming the outbreak of highly pathogenic avian influenza infecting U.S. dairy cattle. The ICR estimates there will be 1,650 State and private respondents, 140,104 responses, and 566,400 hours of burden. This request is in use without a OMB approval.
