Short Statement: We are not reporting any burden changes imposed on respondents since the submission at the proposed rule stage. We are again reporting a program change (agency discretion) of 184 annual responses and 178 annual burden hours associated with the proposed revisions contained in this ICR. We did, however, include the updated cost of pre-paid postage affixed to mailings as “other” Federal Government costs in question 14 as requested by OMB.
