Abstract:
FRA is proposing the continuation of this qualitative study which is intended to survey a select group of railroad industry personnel to gain insight into the current workforce development practices and challenges. The survey data will be published in an update to the Modal Profile Report. The update is estimated for publication approximately 6-9 months after the completion of data collection. Primary users of the information will be personnel within FRA Workforce Development Team (WDT) whose charge it is to promote and standardize workforce development practices to address the railroad industry’s workforce talent requirements and ensure safe operations. This is a voluntary collection.

Short Statement:
This is an extension without change (with changes in estimates) to the currently approved information collection request (ICR). The OMB inventory for this ICR previously indicated a total burden of 89 hours and 213 responses. The requested inventory for this ICR shows an increase in the total burden to 107 hours and 258 responses. The requested burden has increased by 18 hours and 45 responses. Overall, the burden has increased primarily due to the increase in stakeholder outreach and extension of the survey response period. In addition, the increase in the sample size will allow for quantitative analysis that were not appropriate with lower numbers of respondents.
