Abstract:
The IRES System registers and authenticates individuals, businesses, organizations, entities and government agencies to use the eService Internet and telephone applications for requesting and exchanging business data with SSA, and issues them a User Identification Number (User ID) and a Password. This process will verify the identity of individuals who use SSAs Business Services Online. Respondents are employers and third party submitters of wage data, business entities providing tax payer identification information and data exchange partners conducting business in support of SSA programs. This is an IT Mod Change Request to move another application currently accessible through IRES (0960-626) to the agency's Public Credentialing and Authentication Process (OMB Clearance No. 0960-0789). We are removing the application from IRES to move it to behind the more secure authentication process (under 0960-0789).

Short Statement:
We are adjusting the reporting burden to this information collection because customers will no longer use IRES to register for the use of, or to request submissions for the Internet Representative Payee Accounting (iRPA). Instead, we are requiring users who wish to register for or use the iRPA application to register through the agency's Public Credentialing and Authentication Process (OMB Clearance No. 0960-0789), known as eAccess; which utilizes Login.gov and ID.me for credentialing. We estimate approximately 5,825 respondents will no longer use IRES for iRPA, accounting for the program change noted in the above chart. In addition, we have also adjusted our current figures to show the current management information (MI) data for IRES, which shows an overall decrease likely due to previous removals of other applications from IRES. OMB approved the current burden estimate on 3/29/2023, and, while we updated our estimates then in light of other application removals from behind IRES, our MI data shows a further decrease which we are reporting now.
