Abstract:
Credentialing and manning requirements ensure that towing vessels operating on the navigable waters of the U.S. are under the control of credentialed officers who meet certain qualification and training standards. The statutory authority is 46 U.S. Code 2103, 3703 and Chapters 71 and 75.
