Abstract:
In order to prevent occupational injuries resulting from falls of roofs, faces, and ribs, which are a leading cause of injuries and death in underground coal mines, all underground coal mine operators are required to develop and submit roof control plans to MSHA for evaluation and approval. These plans are evaluated to determine if they are adequate for prevailing mining conditions.

Short Statement:
Respondents: The estimated annual number of respondents increased from 145 to 167 due to an increase in the number of underground coal mines. Responses: The estimated annual number of responses increased from 896 to 1,019 due to an increase in the number respondents. Time Burden: The correct value in “Time Burden (Hours)” for the 2021 ICR extension is 2,600 hours, as reflected in the associated supporting statement. Instead, time burden in ROCIS remained as 4,513 hours from the 2018 ICR extension, due to an oversight in data entries of the ROCIS burden worksheet. This leads to an error showing the 2021 previously approved “Time Burden (Hours) as 4,513, a decrease in the annual time burden. The correct burden increased from 2,600 hours to 2,974 hours due to an increase in the number of responses. Burden Costs: The estimated annual burden costs increased from $161,788 to $235,910 due to an increase in the number of responses and an increase in wages. Other Burden Costs: The estimated annual other burden costs increased from $2,490 to $3,396 due to an increase in the number of responses and higher prices. Federal Hours: The estimated annual federal hours increased from 2,856 to 3,272 due to an increase in the number of responses. Federal Costs: The estimated annual federal costs increased from $166,476 to $246,734 due to an increase in the number of responses and in federal wages.
