December 2024 Terms of Clearance: as EIA pretesting associated with the EIA package for EIA-112 resulted in a balance in how much geographic detail to require for reporting, and there were public comments asking for tighter geographic resolution as well as industry comments requesting less burden, OMB asks that EIA conduct additional pretesting to see where larger utilities report service discontinuation and related data (within the original set of variables requested by Congress) may result in useful national-level data estimates at a geographic resolution finer than the utility level (excluding “smaller” utilities from incremental burden), with estimates on the burden on sampled companies, and requests that such results be submitted to OMB along with the three-year re-clearance package. EIA comment on data reliability and reporting and financial burden on the largest utilities to report more granular geographic data would be welcome in that assessment.

EIA is collecting this new information in response to a direction from the Joint Explanatory Statement to the Fiscal Year 2023 budget appropriations act , which directed EIA to conduct a monthly survey of electric and natural gas providers about final termination notices sent to residential customers due to bill nonpayment, service disconnections of residential customers due to bill nonpayment, and service reconnections of residential customers who were disconnected due to bill nonpayment. This will be an annual form, but the data will be collected at the monthly level for the previous 12-months. Data will be collected from the universe of respondents that provide information on electric and natural gas service. The burden on smaller entities across surveys is reduced through a number of means including the use of cutoff sampling for monthly surveys, the exclusion of respondents on Form EIA-861S Annual Electric Power Industry Report (Short Form), and the use of Computer-Assisted Web Interviews (CAWI).
