Abstract:
This information collection is required by the Housing and Community Development Act of 1992. Public Housing Agencies (PHAs) will submit an application which is composed of an Allocation Plan and a Supportive Services Plan to designate a project for occupancy by elderly and disabled families. HUD will use the information in the Plans to evaluate a PHA's request for designated housing.

Short Statement:
Although HUD expects the number of respondents will continue to decline. In FY22 and FY24, our office observed a slight increase in the number of respondents due to program changes or adjustments reported in items 13 and 14 of the OMB Form 83-I. These changes are attributed to: Adjustments in the national average salary for PHA and HUD staff. An uptick in the total number of annual respondents, partly driven by several Public Housing Authorities (PHAs) failing to renew their DHP in a timely manner. This necessitated the submission of new plans for approval. Implementation of the DHP Management App, which streamlined and automated the review process, reducing the estimated required hours to complete a review from 21 to 14 hours.
