Abstract:
Part 31 of 10 CFR establishes general licenses for the possession and use of byproduct material in certain devices. General licensees are required to keep testing records and submit event reports identified in 10 CFR part 31, which assist the NRC in determining, with reasonable assurance, that devices are operated safely and without radiological hazard to users or the public.

Short Statement:
The estimated overall burden increased by 1,313 hours from 43,803 hours to 45,116 hours. Also, the estimated number of licensees increased from 155,400 to 162,050 due to an increase in the estimated number of NRC licensees and an increase in the ratio used to estimate the number of Agreement State licensees. The increased recordkeeping and third-party disclosure burden is primarily due to the increase in the number of licensees. There is a decrease in reporting burden which is primarily due to decreases in the number of reports submitted to meet the requirements in 31.5(c)(11) and 31.5(c)(13). The decrease in the number of 31.5(c)(11) reports and 31.5(c)(13) annual registrations is due to a re-estimate of the number of annual responses based on the actual number of responses received during the past 3 years. In addition, the fee rate increased from $279 to $300 per hour.
