Abstract:
Regulation promulgates the policies and procedures for implementing Title VI of the Civil Rights Act of 1964, Title VIII of the Civil Rights Act of 1978, Executive Order 11246, and the Equal Credit Opportunity Act of 1974, as they relate to Rural Development.

In this submission there is an increase of 2,702 responses and 21,580 burden hours. This increase is due to an Agency adjustment in how the number of reports filed annually was calculated. Also, the response time for form RD 400-4 has increased from 15 minutes to 4 hours to more accurately reflect the time respondents spend completing this form.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
