Short Statement:
This is not a rule. Cost to gov should be 1,158,527,850. System does not allow for that adjustment. USCIS is reporting an estimated decrease in the annual hour burden to respondents for this collection of information. The estimated decrease in the annual hour burden to respondents for this collection of information is due to a decrease in respondents for Paper filed applications that are estimated to use the PDFi filling process. The PDFi Process is decreasing the hour burden per response by an approximated 15.6 minutes.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
