Abstract: 10 CFR part 54 establishes license renewal requirements for commercial nuclear power plants and describes the information that licensees must submit to the NRC when applying for a license renewal. The application must contain information on how the licensee will manage the detrimental effects of age-related degradation on certain plant systems, structures, and components to continue the plant’s safe operation during the renewal term. The NRC needs this information to determine whether the licensee’s actions will be effective in assuring the plants’ continued safe operation during the period of extended operation. Holders of renewed licenses must retain in an auditable and retrievable form, for the term of the renewed operating license, all information and documentation required to document compliance with 10 CFR part 54. The NRC needs access to this information for continuing effective regulatory oversight. Short Statement: The overall annual burden for the Part 54 information collections increased from 216,700 hours to 323,818 hours, an increase of 107,118 hours. The change in annual burden is due to projected increase in subsequent license renewal application reviews as indicated through stakeholder interactions with staff and amendments to applications. In addition, the fee rate increased from $279 per hour to $300 per hour. Reporting Burden The total annual reporting burden has increased by 95,618 hours, from 160,200 to 255,818 hours, primarily due to an increase in subsequent license renewal applications. The annual reporting burden for initial license renewal applications decreased by 56,365 hours, from 84,150 to 27,785 hours, because of decrease in initial license renewal applications (from one per year to one per clearance period). Recordkeeping Burden The annual recordkeeping burden (1,000 hours per application) changed in this submission because the number of recordkeepers increased from the estimated 55 recordkeepers to an average of 62 recordkeepers, resulting in an increase of 11,500 hours of burden annually (from 56,500 hours to 68,000 hours). In addition, the number of SLRs increased from 1 to 4, resulting in an increase of 4,500 hours (from 1,500 hours to 6,000 hours). The SLRs do not add to the total number of recordkeepers because they were already included in the count of annual recordkeepers.
