Abstract:
The Commission is submitting this revised information collection to the Office of Management and Budget (OMB) to add information collection requirements adopted in the 2023 VRS Improvements Order, FCC 23-116, pursuant to section 225 of the Communications Act of 1934, as amended (the Act), and update the estimates of existing burdens that were included in the November 2021 Paperwork Reduction Act (PRA) submission to the Office of Management and Budget (OMB).

Short Statement:
Due to the adoption of the 2023 VRS Improvements Order, there are program changes to this information collection. Specifically, the Commission has added the new information collection requirement that allows VRS users the opportunity to request an extension of one-year international calling period. Therefore, the Commission makes the following program changes: (a) the total number of annual responses has increased by +300, from 7,988 to 8,288 annual number of responses; and (b) the total number of annual hours has increased by +150, from 14,524 to 14,674 annual number of hours. Also, the Commission has re-evaluated the existing burdens associated with this information collection since the last time this information collection was reviewed and approved by OMB. In this submission, the Commission encompassed the new market entrants of TRS providers who provides such services, e.g., IP CTS and VRS providers and makes the following adjustments: (a) the total number of annual respondents has increased by +3, from 5,072 to 5,075 annual number of respondents; (b) the total number of responses has increased by +180, from 8,288 to 8,468 annual number of responses; (c) the total number of annual hours has increased by +1,176, from 14,674 to 15,850 annual number of hours; and (d) the total annual cost has increased by +$56,300, from $291,700 to $348,000 annual cost.
