Abstract:
In the Third Report and Order and Second Order on Reconsideration in CC Docket No. 99-200, the Commission continues efforts to maximize the efficiency with which numbering resources in the North American Numbering Plan (NANP) are utilized. Applications to state commissions from carriers must demonstrate that certain requirements are met before states may grant use of the safety valve mechanism. State commissions seeking to implement service-specific and/or technology-specific area code overlays must request delegated authority to do so.

There are adjustments with this information collection. The reduction in the total number of respondents from 38 to 31 (-7 respondents), the total number of annual responses filed from 254 to 211 (-43 responses), and the total annual burden hours from 6,380 to 5,290 (-1,090 hours) is due to the reduced estimates noted above in 12(a), which were derived based on the average number of state safety valve requests actually received by the administrator between 2022 and 2024, and reduced estimates noted above in 12(b), which were derived based on a better estimate of the number of states that are likely to request delegated authority.
