Short Statement: The increase in annual burden hours [from 3,117,410 (2022) up to 4,003,250 in 2025] is an adjustment resulting from more estimated covered businesses. Also, the annual labor costs go from $80,304,482 (2022) up to $102,563,265 (2025) in part because the hourly rate is slightly higher now and in part because the annual hours are higher because there are more estimated covered businesses.
