Terms of Clearance:
OMB approves consistent with the understanding that: 1) the Census Bureau should transmit all data collected, or documents prepared, under OMB Control Number 0607-1004 upon request to the National Center for Science and Engineering Statistics; 2) the Census Bureau must consult with and obtain written approval from the National Center for Science and Engineering Statistics on any future planned revisions to this ICR prior to submission to OMB; and 3) all data assets resulting from this collection must be cataloged in the agency comprehensive data inventory, consistent with the Foundations for Evidence-Based Policymaking Act of 2018, OMB M-25-05, and other related policies and guidance. Within 90 days of this approval and as requested thereafter, the Census Bureau and the National Center for Science and Engineering Statistics must brief OMB on the implementation of the Annual Business Survey collected in 2026 and provide an overview of any planned, proposed revisions to the Annual Business Survey collected in 2027.

Abstract:
In an effort to improve the measurement of business dynamics in the United States, the Census Bureau is conducting the Annual Business Survey (ABS), covering reference year 2025. The ABS provides information on selected economic and demographic characteristics for businesses and business owners by sex, ethnicity, race, and veteran status. Further, the survey measures research and development, new business topics such as innovation and technology, as well as other business characteristics such as types of customers, number and types of employees, and sales and revenues. The ABS includes all nonfarm employer businesses filing Internal Revenue Service (IRS) tax forms as individual proprietorships, partnerships, or any other type of corporation, with receipts of $1,000 or more. The ABS is co-sponsored by the National Center for Science and Engineering Statistics (NCSES) within the U. S. National Science Foundation (NSF) and conducted by the Census Bureau. Content previously collected on the Business Enterprise Research and Development (BERD) Survey will now be collected as part of the Annual Business Survey. The BERD survey will no longer be fielded independently.

The estimated time to complete for employer for-profit businesses increases from 29 minutes to 45 minutes due to expanded innovation content. R&D content formerly collected in the BERD survey will now be collected as part of ABS. The Census Bureau will no longer field the BERD survey separately.
