Abstract:
This information collection package seeks approval of Department of Veterans Affairs (VA) requirement that appraisers utilize certain industry-standard reports in completing an appraisal. 38 U.S.C. Title 3731 authorizes the VA Secretary to establish a panel of appraisers, prescribe qualifications for such appraisers, and determine reasonable value of a property, construction, repairs or alterations based on an appraisal report provided by a panel appraiser for the purpose of guaranteeing a loan.

Description/Changes for Common Form Usage:
VA is requesting continued approval of this Government-Sponsored Enterprise (GSE) industry standard appraisal report because accurate and thorough appraisal reporting is critical to the accuracy of underwriting for the mortgage insurance process. The existing GSEs (Fannie Mae and Freddie Mac) are phasing out the standalone versions of the Uniform Appraisal Dataset (UAD) forms (Forms 1004, 1004C, 1004D, 1025, 1075, 2055). There is no substantial change in the information being collected. The new UAD 3.6 consolidates these forms into a single, dynamic GSE industry-standard appraisal report, with data fields organized by property type. The data elements reflect information already required under legacy forms, now presented in a more structured, and standardized format. Any additional standardized data fields are limited in scope and represent clarification and formatting enhancements aligned with current appraisal and underwriting practices, rather than a fundamental expansion of information collection. The information collection request name is updated to Government-Sponsored Enterprise (GSE) Industry Appraisal Report to more accurately reflect industry practice, which relies on standardized appraisal reports developed by GSEs rather than references of specific legacy form numbers. There is no change in burden hours, respondent universe, or frequency of the collection.
