Short Statement: There was a decrease in burden hours from 1,240 hours to 840 hours due to a decrease in the number of licensee sites with Section 161A authority from seven to six, which also reduced the recordkeeping burden from 140 hours to 120 hours. This change in burden was due to multiple factors. A licensee was no longer in the possession of weapons that would require preemption authority at their site. The licensee has since then made a license amendment to terminate their preemptive authority at the site. In addition, to ensure compliance with OMB’s Statistical Policy Directive No. 15: “Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity,” the form has been revised to add the race ethnicity category “Middle Eastern or North African.” Finally, the hourly rate has increased from $288 per hour to $317 per hour.
