Abstract:
PROPOSED RULE: Information collections contained in Modernizing Reactor Licensing, Safety, Oversight, and Siting Practices- Proposed Rule 10 CFR Parts 50, 52, 53, 54, 71, 100, and Section 50.55a The NRC is proposing to amend its regulations to modernize reactor licensing, safety oversight, and siting practices. The proposed rule introduces voluntary risk-informed and performance-based alternatives, updates EP requirements, streamlines quality assurance criteria through a new appendix T to 10 CFR part 50, and revises siting criteria to incorporate risk insights. These changes affect information collections associated with license applications, license amendment requests, periodic reporting, and recordkeeping. New collections include ECCS evaluation model reporting and monitoring under 10 CFR 50.46a, QMS change approvals under 10 CFR 50.54(a)(5), 50.55(f)(5), and 53.1565, and EP framework transition requests under 10 CFR 50.160. The proposed rule also reduces burden by eliminating duplicative requirements, such as prescriptive EP content in CP applications and ESP renewal provisions, and by simplifying seismic/geologic siting criteria under 10 CFR part 100. Overall, the proposed rule results in a net increase in burden due to additional technical analyses and documentation required for voluntary alternatives, balanced by targeted reductions from modernization and streamlining initiatives. This proposed action includes amendments to several requirements in 10 CFR Section 50.55a and parts 50, 52, 53, 54, 71, and 100. The proposed changes to 10 CFR parts 2 and 51 do not contain any new or amended collections of information subject to the Paperwork Reduction Act of 1995. This proposed rule is part of the NRC’s rulemaking efforts under EO 14300. Although the rule affects existing information collections, the current submission requests a new, temporary clearance number. After the final rule is published, the associated burden will be transferred to their respective existing clearance numbers and this clearance will be discontinued. NOTE: Because this rule results in a net burden reduction, the data fields in the submission reflect a nominal entry of 1 hour and 1 response. Please refer to the supporting statement and burden tables for the actual burden estimates.

Short Statement:
The proposed rule results in an overall increase of 33,321.6 hours of burden. Part 50 accounts for the largest increase, 83,116.6 hours due to new voluntary provisions for risk-informed alternatives, expanded emergency preparedness options, and additional license amendment requests for plume exposure pathway EPZ changes and adoption of accident-tolerant fuel designs. New recordkeeping requirements for ECCS evaluation models and monitoring plans add 6,150 hours. Part 53 shows a small net decrease, –835 hours, primarily from removing prescriptive emergency preparedness content in CP applications, offset by minor increases for QMS change approvals. Part 100 reflects the largest reduction, –55,110 hours. Overall, the increase is driven by modernization initiatives that introduce optional, risk-informed pathways and technical analyses, balanced by reductions from eliminating duplicative requirements and streamlining siting criteria.
