Abstract: In the December 2025 Third Report and Order (FCC 25-86), the Federal Communications Commission (FCC) revised the Voice over Internet Protocol (VoIP) Numbering Authorization application process, by requiring existing authorization holders--those interconected VoIP providers that obtained direct access numbering authorizations prior to August 8, 2024, that is, prior to when the updated FCC rules adopted in the 2023 Second Report and Order became effective--to file within 30 days of the effective date of the rules adopted in the Third Order the same robocall-related, public safety, and national secirity certifciations and information disclosures as applicants in order to maintain their authorizations. The VoIP Numbering Authorization allows interconnected VoIP providers to apply for a blanket authorization from the FCC that, once granted, will allow them to demonstrate that they have the authority to provide service in specific areas, thus enabling them to request numbers directly from the Numbering Administrators. This collection covers the information and certifications that applicants and authorization holders must submit in order to comply with the Numbering Authorization Application process. The data, information, and documents acquired through this collection will allow interconnected VoIP providers to obtain numbers with minimal burden or delay while also preventing providers from obtaining numbers without first demonstrating that they can deploy and properly utilize such resources. The revisions to this information collection are necessary to create a uniform framework for all authorization holders in order to more effectively fight illegal robocalls, to protect the nation’s numbering resources from abuse by foreign bad actors, to protect public safety and national security, and to ensure compliance with other important FCC rules.

Short Statement: The Commission is reporting program changes/increases to this revised information collection. The total number of respondents increased by +100 , the total annual responses increased by +140, total annual burden hours increased by +1,500 and the total annual costs increased by $31,200 in order to comply with the new requirements and rules adopted in Third Report and Order and the establishment of a filing fee for this information collection in Wireline Competition Bureau Reminds Applicants of the Effective Date of New Application Processing Fees, Public Notice, 36 FCC Rcd 17407, 17408 (WCB 2021). No adjustments are being reported.
