Abstract:
This information is necessary to help the agency comply with certain paid leave authorities (for annual leave accrual and home leave) as well as the Federal Travel Regulations for permanent change of station. The information will be collected via a revised agency form, GSA Form 5040, Overseas Employment and Service Agreement. The information will be collected and recorded on this form by the job candidate and selecting official (for a public recruitment solicitation) or by the agency employee and supervisor (if used for an existing agency employee).

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
