Abstract: INTERIM FINAL RULE- Information Collections contained in Export and Import of Nuclear Equipment and Material Interim Final Rule, 10 CFR Part 110 and NRC Form 7 The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations which govern the export of nuclear equipment and materials as part of the wholesale effort to review and revise its regulations under Executive Order (E.O.) 14300, “Ordering the Reform of the Nuclear Regulatory Commission.” This revision includes expanding the scope of an existing general license to include exports of components for all reactor types, making technical clarifications for advanced reactors, incorporating recent updates to the Nuclear Suppliers Group export control guidelines, and revising the list of restricted countries based on updated foreign policy guidance from the U.S. Department of State. NOTE: Because this rule results in a net burden reduction, the data fields in the submission reflect a nominal entry of 1 hour and 1 response. Please refer to the supporting statement and burden tables for the actual burden estimates.

Short Statement: The information collected is essential to permit the NRC to exercise its export and import controls over nuclear equipment and material as authorized by the AEA. Although NRC Form 7 would no longer require respondents to report the total dollar value of nuclear equipment and reactors for export and import, the NRC does not anticipate this change would have a meaningful affect on the estimated burden per response. However, because the interim final rule would allow advanced reactor exporters to use the general license under 10 CFR 110.26, there would be fewer Form 7 respondents seeking a specific license for advanced reactor equipment exports (from 55 annual respondents to 52 annual respondents). This change would reduce the Form 7 estimated annual burden by 7.6 total hours.
