The Department of Defense will require that applicants for research and development assistance awards use the Biographical Sketch, Current and Pending (Other) Support, and Definitions common forms to provide business information about key personnel on proposals to the Department of Defense. The information provided will be used to assess how well-qualified key personnel are to conduct proposed activities, assess the capacity of the key personnel to carry out proposed activities, and to help identify any potential scientific and budgetary overlap/duplication as well as time/resource overcommitment with proposed activities. Information collected in these forms will also be used to inform risk reviews for fundamental research proposals selected for award as described in the Under Secretary of Defense for Research and Engineering June 30, 2023, memorandum “Policy for Risk-Based Security Reviews of Fundamental Research”. These common disclosure forms are intended to be used with the existing “SF 424 Research and Related” family of forms and in particular the Research & Related Senior/Key Person Profile (Expanded) (OMB Number: 4040-0001) form. This form already contains inputs for “Biographical Sketch” and “Current and Pending Support” but at present no input format is specified. These common forms will provide a format for this business information to be collected in a consistent and uniform manner.
The Department of Defense will be able to search for information in DoD or federal award databases regarding research and development assistance based on the business entity (e.g. university or research center), place of performance, federal award identification number, and other related information. DoD will not be able to search for the names of key personnel on research and development assistance awards in DoD or federal award databases. The business information related to the key personnel collected via the “Biographical Sketch and Current and Pending (Other) Support forms will only be used during the proposal stage for research and development assistance awards to check for conflicts and during subsequent audits, if any.
