U.S. Army Corps of Engineers Use of SF-299 Application for Transportation, Utility Systems, Telecommunications and Facilities on Federal Lands and Property
The U.S. Army Corps of Engineers (USACE) usage of SF 299 shall be mandatory for all proposed non-recreation outgrant requests, i.e., those involving transportation, utility, and/or telecommunication activities (including, but not limited to cross-country utilities, pipelines, roadways that cross projects, and public water intakes) on federal lands. This mandatory use is consistent with our sister agencies already using the form as initiated by the White House Office of Science and Technology. The use of the Standard Form supports the American Broadband Initiative and will enable applicants to provide consistent, necessary information to review Outgrants proposed under Chapter 17 of ER 1130-2-550, Non-Recreational Outgrant Policy.
