Title: Regulations Addressing Inherently Governmental Functions and Criteria for Critical Functions  
Abstract: Section 321 requires the Director of OMB to issue regulations to develop a single definition of inherently governmental function and criteria for identifying critical functions with respect to the unique missions and structure of each department and agency that, while not inherently governmental, should only be performed by officers or employees of the Federal Government or members of the Armed Forces to ensure the department or agency maintains control of its mission and operations.
